During the development of the annual performance plan the employee and CED/DED develop a professional development plan and document this plan in XPM. Professional development may be related to an area for growth and development or geared toward improving an area “in need of improvement” from a previous evaluation.

A Comprehensive or Abbreviated version of an Employee Learning Plan Discussion Guide can be used as part of the performance-planning process to help facilitate a performance-planning discussion that focuses on employees’ professional goals, motivations, talents, strengths and development.

When identifying professional development:

  • Completing a graduate course once every 5 years is required until achieving the rank of Full Agent.
  • Professional development may include: professional certifications, technical skills training, program area training, technology training, interpersonal skills training, foreign language courses, graduate courses, leadership and management training, mentoring programs, research projects, etc.

Agents should update their Personal Development Record in OSS at least annually with any professional development not already reported in XLMS.
